Just for background information, the Town has always required the refuse collection contractor to supply recycle totes for residents. It has always been the responsibility of the residents to supply their own waste container. While some residents have been using the tote and it has been collected, this practice should not have occurred and has caused unnecessary angst in the community.  In an effort to improve service and increase efficiency, Bates has been training employees to follow proper protocol and consistent practices in the collection efforts. The Town's goal, while not always easy, is to require the best and most economical service possible.
